What To Do

1. Check Internet Explorer Proxy settings

If a proxy server is used to access the Internet, then the most likely cause of the error message is due to an exclusion not having been set-up within the exceptions sections of the Internet Explorer Proxy settings section:

  1. Open Internet Explorer and navigate to Tools|Internet Options|Connections| LAN Settings|Advanced.
  2. In the Exceptions field, enter everything in the digest URL (above) to the left of the :8081.  For example, from the above, enter, http://servername.domain.com
  3. Press OK, to exit and then close Internet Explorer and retry. This will resolve the issue in the majority of cases. If this does not resolve the issue, check that the Quarantine Digest Web is running:

2. Check that the Quarantine Digest Web is running

  1. Go to Start|Programs|Administrative Tools|Internet Services Manager.
  2. Select your web-server. If the Quarantine Digest Web is not running, it will show the word 'Stopped' after its name. If necessary start it up.

3. Check permissions in Internet information Services

  1. From Windows Control Panel, go to Administrative Tools|Internet Services Manager.
  2. Click on the webserver to show the other virtual webs.
  3. Right-click on Quarantine Digests and click Properties|Directory Security.
  4. In the Authentication and Access Control area, click the Edit button.
  5. Ensure that Integrated Windows Authentication is selected.

If you receive the additional error, HTTP 403.1 Forbidden: Execute Access Forbidden, also:

  1. From Windows Control Panel, go to Administrative Tools|Internet Services Manager.
  2. Click on the webserver to show the other virtual webs.
  3. Right-click on Quarantine Digests and click Properties|Home Directory.
  4. Under the Application Settings tab, ensure that 'Execute Permission' reads, 'Scripts only'.

To set the exclusion as a domain policy across the company.

  1. Load GPEDIT.MSC from a command windows on a Domain Controller.
  2. Navigate to User Configuration|Windows Settings|Internet Explorer Maintenance|Connections.
  3. In 'Proxy settings' enter the address you want to exclude.
