The reasons may be due to slow network/internet connections, unreachable servers, or issues with the verification of the properties (like chain root or CRL) of the certificate during log on or generation of a profile. For example, if the Root certificate is being downloaded from the Windows update server or CRL is being loaded from PKI.
What To Do
Check your network settings. You can do this with an active network monitor (e.g. Wireshark) during logon. If these are OK, but the log on or profile generation is still taking over 20 seconds, then proceed with the following steps to define what properties of the certificate will be ignored during the verification. Depending on the certificate policy and the existing implementation it might be necessary to ignore certain conditions of the certificates.
- Open your Local Group Policy Editor and navigate to 'Server Settings'.
- In the right pane double-click 'Ignore during Certificate Verification'.
- In the dialog box, enable all options except 'Ignore time invalidity'.
- Click OK and then reboot the computer.
